Housing Partnership of Chester County

Since 1989, the Housing Partnership has been providing the essentials for successful homeownership to residents of
Chester County. We are a private non-profit organization working to improve housing and the quality of life in our
surrounding community through our effective programs and dedicated staff. Take a few moments to look through our
programs and discover how we can make a difference in your home.

Our Programs

First Time Home Buyer Program assists low and moderate income individuals
and families interested in purchasing a home within Chester County. Pre-purchase
workshops are offered to anyone interested in learning more about the purchase
of a home.

Credit Counseling and Foreclosure Assistance provides, free of charge,
counseling to individuals who want to improve their credit worthiness. Individual
counseling sessions and group workshops are available. Help is also available for
Homeowners Emergency Mortgage Assistance (HEMAP) applications, which
provides financial assistance for Pennsylvania families in danger of losing their
homes to foreclosure.

Housing Rehabilitation Program helps low to moderate income homeowners
correct code violations such as structural, plumbing, heating and electrical
problems. Lead based paint and handicap accessible modifications are also
addressed in this program.

Senior Citizen Home Maintenance Program provides a grant for basic home
maintenance, repairs, and access modifications for qualified residents of Chester
County, 65 years of age and older.

Home Modifications Program assists low to moderate income residents of
Chester County, with permanent disabilities, in making their current residence
more accessible. Modifications include, but are not limited to, ramps, lifts, stair
glides, door and hallway widening, and bathroom modifications. Services available
to homeowners and renters.

Senior Citizen Fuel Assistance Program assists low income seniors in Chester
County pay their winter fuel bills. Program runs from October 1 through March
31.

In order to protect the privacy of our clients, an appointment is required to enter our office. All
applications must be mailed or deposited in the lock box at the front or back door. There are no
